I cannot for the life of figure out what the issue is. The computer is also sluggish just even in safe mode. Overall, the computer is very sluggish but when its actually running a game everything runs great. It just takes forever to load campaigns and battles.

Here is the strange part, once the game loads performance in the game is great. Overall, performance is so bad that if I do want to play a game I have to plan for it 30 minutes in advance. If I load up steam and load Total Warhammer 2 it takes about 20 minutes for the campaign to load. Once im signed in everything is very sluggish It has been a great gaming computer for about 2 years but recently I have been having some major performance issues.
